July 31, 1999 Senate Passes Tough Anticonsumer Legislation in Mail-Order Wine Battle In late May, the U.S. Senate approved a tough anticonsumer amendment to the juvenile-justice bill working its way through Congress that would put the federal government squarely on the side of the growing number of states that are seeking to restrict the flow of fine wine shipped directly to wine lovers.
