March 31, 1996 Vines in Washington State Hit by Deep Freeze Washington and Oregon were hit with freak weather conditions in late January and early February, with Washington the biggest loser. Balmy, winter weather abruptly gave way to a prolonged freeze throughout much of eastern Washington.
