April 15, 1994 New Wine and Food Chain Set To Open in California Steve Boone, original manager of the now defunct Liquor Barn chain, and Bill Wiebalk, former wine buyer for Cost Plus Imports, have announced plans for a new chain of wine and specialty food stores to begin opening this summer throughout California.
