January 31, 1994 Two pillars of the San Francisco culinary world have joined forces to create the hottest new restaurant in the city, called Boulevard. Chef Nancy Oakes and restaurant designer-restaurateur Pat Kuleto have spent $2 million so far in a historic building near the city's waterfront thoroughfare called the Embarcadero.
