Enter the Topping Rose House, a hotel and restaurant that aims for excellence while still exhibiting the relaxed vibe of the Hamptons. The owners also possess a not-so-secret weapon: chef and restaurateur Tom Colicchio. Wine Spectator's Owen Dugan explains.
