Alcohol wholesalers, the men and women who work with wineries and retailers to put wine on store shelves, are on the offensive. They've pushed for passage of House Resolution 5034, the Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010, since its introduction in April. But although direct shipping of wine to consumers has been their target for a decade, wholesalers claim the preservation of the three-tier system is their ultimate goal. They believe that system is under attack. Wine Spectator associate editor Robert Taylor explains.
